Addresses all issues related to the implementation of the federal biosolids regulations and related requirements, including land application, incineration, and other management practices.  The Committee also actively tracks efforts at the state and local level to limit biosolids management options.  Roster

Focuses on advancing the role that clean water agencies can play in improving community resiliency – such as through augmenting water supplies and reducing flooding. The Committee also explores how clean water agencies can adapt to the challenges and uncertainties associated with the impacts of climate change and how clean water agencies can mitigate the impacts of their own operations. Addresses communications and outreach issues in the clean water arena to help ensure strong, unified message development – both for NACWA and for its utility members. The committee provides a unique forum for utility public relations professionals to network, exchange ideas and discuss outreach strategies and best management practices in the communications sphere. Focuses on advancing the critical role that clean water utilities play in promoting environmental justice (EJ) and equity as anchor institutions for their communities.  The Committee promotes peer-to-peer engagement on EJ issues to help utilities develop and advance EJ priorities within their own communities and advocates for policies that support water affordability, strong relationships between EJ community activists and the public clean water sector, and meaningful involvement of disadvantaged communities in EPA decision-making.

Addresses a wide array of legal issues impacting clean water utilities and municipal separate storm sewer systems, including permit negotiations, enforcement actions, litigation, and utility operational issues. The Committee also plans and hosts NACWA’s annual National Clean Water Law & Enforcement Seminar and develops legal resources for NACWA members. Roster

Addresses issues such as combined sewer overflows, sanitary sewer overflows, treatment plant operations, and collection system management. The Committee also works to advance policies that can improve the ability of utilities to deal with wet weather flows, such as the use of peak wet weather treatment systems and the installation of green infrastructure. Roster

Addresses issues regarding the National Industrial Pretreatment Program, as well as voluntary pollution prevention measures taken by utilities, and aids utilities in staying in compliance with pretreatment regulations. The Committee plans and hosts the annual NACWA National Pretreatment & Pollution Prevention Workshop. Roster

Addresses security and emergency preparedness issues to secure the nation's publicly owned clean water utilities from natural disasters, terrorist attacks, or cyber-attacks, and to ensure efficient recovery of service when disruptions occur. Roster

Focuses on a variety of issues related to stormwater management, including federal and state stormwater regulations and legislation, legal cases and developments affecting stormwater agencies, best management practices, the use of green infrastructure, and emerging stormwater permitting concerns related to nutrients and other pollutants. Roster

Addresses a wide array of clean water utility management, funding, financing, and rate setting issues.  The Committee oversees much of the Association’s work on the Utility of the Future, including resource recovery and energy generation, manages the triennial NACWA Financial Survey, and oversees the annual NACWA Cost of Clean Water Index. Roster

Focuses on a broad spectrum of water quality issues including aquatic life and human health criteria development and implementation, analytical methods, whole effluent toxicity, nutrients, and total maximum daily load (TMDL) development and implementation. Roster
